How Much Air is required for a 1500-Watt system heat load with a 10 deg C system temperature rise?
 
CFM = 1760 · 1.5/10 = 264 CFM

Static Pressure Requirement:

The static pressure is the impedance the air mover must

overcome to move air through the system.  The more restrictive the airflow path, the higher the static pressure requirement.  Air filters, louvers, obstructions, card pitch, component density
and inlet and outlet conditions all drive the static pressure requirement. The system static pressure can be estimated or measured using an airflow chamber
For a given system, assuming turbulent airflow:
